The best IVs for Ice Tribe Flora are +Atk and -Spd. As a demote unit without her own exclusive weapon, Flora needs as much help as she can get to bring down her enemies. Flora's Atk stat is among the highest in the entire game at base 47, increased to base 51 with a superboon, and can be taken advantage of with Ice Dagger+'s guaranteed follow-up attack.

Ice Tribe Flora's inheritable Ice Dagger+ has built-in adaptive damage and grants Flora Atk/Spd/Def/Res+5, a guaranteed follow-up attack, and 50% damage reduction piercing.
This is a great inheritable dagger to provide to your favorite dagger units, as all of the effects are quite relevant in today's metagame. Non-Special damage reduction effects are found in almost every new unit released currently, and piercing through that damage reduction is important in order to defeat those units safely.
High Res stat
Ice Tribe Flora can also double as a magic tank with her base 46 Res stat. While cavalry units have lower stats compared to other movement types, Ice Tribe Flora can utilize her high Res stat to soak magic damage for her team.
